La Organización cubana Movimiento 30 de Noviembre Frank País entiende que a partir del último fracaso de la Organización de Estados Americanos (OEA) en la que la misma, en su intento por frenar los atropellos que la dictadura narco socialista venezolana encabezada por el dictador Nicolás Maduro comete contra su propio pueblo y en la que Estados movidos por intereses económicos o políticos votaron en favor de la dictadura madurista, en contra de los intereses y ansias de libertad del pueblo venezolano, proponemos, sugerimos y apoyamos las siguientes medidas:
1)- Que deben de llevarse a cabo cambios sustanciales en el funcionamiento del organismo para evitar que sea utilizado y o corrompido por los intereses de Estados no democráticos o por corrientes totalitarias dentro de la misma.
2)- Que se debe detener a toda costa la infiltración, ya endémica, de la dictadura Castro-comunista cubana, estado que , a pesar de no ser miembro, ejerce una funesta influencia en las decisiones de muchas de las naciones miembro en detrimento de la democracia en la organización y el continente americano en general.
3)- Que se prohíba la participación de cualquier Estado no democrático, que no respete los derechos humanos, que su línea o preceptos ideológicos menoscabe en cualquier forma la convivencia democrática o que responda a intereses foráneos en cuyo caso sus decisiones o votaciones podrían estar viciados.
4)- A tal efecto proponemos la integración legitima, con voz y voto, de
una representación popular oficial de cada Nación cuyo gobierno ilegitimo o
antidemocrático haya sido expulsado o en un futuro sea expulsado de esa
institución, privando consecuentemente a esos pueblos, como es el caso del
pueblo cubano, de los beneficios de participar y discutir sobre los verdaderos
intereses que le atañen y no de los caprichos de una u otra dictadura o malos
gobiernos. Creemos que nunca estuvo ni debe estar en el espíritu de la
organización privar a los pueblos de ese derecho.
5)- Esperamos que la Secretaria General de la institución tenga en
cuenta el carácter especial que reviste la situación de esclavitud que vive el
pueblo cubano desde hace casi sesenta años y permita que una representación
conjunta del Exilio cubano en la diáspora y de la Oposición dentro de la isla
cárcel, Cuba, pueda, en representación de la Nación cubana, del pueblo cubano
en el cual descansa la soberanía nacional, participar en el seno de la
organización con los mismos derechos y deberes que los demás Estados miembros.
Los pueblos no tienen por qué pagar o sufrir por los males causados por sus
victimarios, esperamos de usted Sr. Almagro una pronta respuesta a este
particular.
6)- Proponemos reemplazar el nombre de la organización por el siguiente
nombre: OEDA- Organización de Estados Democráticos de América

Proposal
Mr.LuisAlmagro Secretary General of the
Organization of American States

The Cuban Movement 30th of November “Frank País”, understands that from
the last failure of the Organization of American States (OEA) in which said
organization, in its effort to stop the
outrages which the Venezuelan Socialist narco dictatorship, headed by
the dictator Nicolás Maduro, commits against his own people, and in which the
Organization of American States, for economic or political reasons voted in
favor of the Maduro dictatorship, and which were against the interests and
expectations of the freedom of the Venezuelan people, we hereby propose,
suggest and strongly support the following:
1) – That substantial changes need to be carried out in the functioning
of that organization in order to avoid
being manipulated and/or corrupted by the interests of those American States
which are not democratic or influenced by totalitarian forces within that same
organization.
2) – That the infiltration, already endemic, of the Cuban Castro
Communist dictatorship be stopped by all means possible, in spite of the fact
that said Cuban Castro Communist dictatorship is not a member of said
organization, but which, nevertheless, exerts strong influence in the decisions
of many of those Member States to the detriment of democracy in the
organization and in the whole American Continent in general.
3) – That the participation of any State which is not democratic, be
prohibited, and also of that one which does not respect human rights, and whose
ideological line of thinking or precepts in whatever format impair democratic
coexistence or which correspond to foreign interests in which case, their
decisions or votes could be compromised or vitiated.
4) – For this purpose, we hereby propose the legitimate integration,
with voice and vote, of an official popular representation of each Nation whose
illegitimate or antidemocratic government
has been expelled , or in the future is expelled from that institution,
consequently depriving those people, as is the case of the Cuban people, of the
benefits of participating and arguing about the true interests which concern
the people and not the mere whims of one dictatorship or another, or evil
governments.We believe that there never was nor ought to be in the spirit of
the organization that malevolent tendency which deprives the people of that
right.
5) – We hope that the General Secretariat of the institution keep in
mind the special character of the Cuban people which finds itself enslaved for
almost sixty years, and to permit a joint representation of the exiled
Cubans in the diaspora and of those opposed to Communism within the
island of imprisoned Cuba, could represent the Cuban Nation, the Cuban people
in whom national sovereignty rests, and thus participate in that organization
with the same rights and obligations as the rest of the other Member States. The people do not have to pay or
suffer for the evils caused by their victimizers. We thus await from you, Mr. Almagro, a prompt
response. And, finally,
6) – We propose to replace the name of the organization with the
following name: OEDA (abbreviation in Spanish):
the Organization of American Democratic States.
